WHAT IT DOES DEAL WITH:

THE DIGITAL TRANSITION: it is fundamental to guarantee the future prosperity of Europe. As part of the next long-term EU budget, the Multiannual Financial Framework, the Commission has proposed the Digital Europe programme, the EU's program to accelerate the recovery and drive Europe's digital transformation. In particular, it aims to develop the EU's strategic digital capabilities and facilitate the widespread use of digital technologies, which will be used by European citizens, businesses and public administrations. 

FOR THE PERIOD 2021-2027 > THE PROGRAM INCLUDES 5 PRIORITY AREAS > WITH SPECIFIC OBJECTIVES AND IMPLEMENTATION METHODS:

1 - HIGH PERFORMANCE COMPUTING: (HPC - High Performance Computing)

OPERATIONAL OBJECTIVES:

IMPLEMENT - COORDINATE AT UNION LEVEL AND OPERATE IN THE UNION: an integrated, world-class exascale data and supercomputing infrastructure, accessible on a non-commercial basis to public and private users and for publicly funded research purposes;

IMPLEMENT TECHNOLOGY > READY TO USE/OPERATIONAL: resulting from research and innovation activities, with a view to creating an integrated Union-wide ecosystem for high-performance computing covering all segments of the scientific and industrial value chain, including hardware, software, applications, services, interconnections and digital skills;

IMPLEMENT AND OPERATE A POST-EXASCALE INFRASTRUCTURE: including integration with quantum computing technologies, and develop new computing research infrastructures.

2 - ARTIFICIAL INTELLIGENCE (AI)

OPERATIONAL OBJECTIVES:

DEVELOP AND ENHANCE THE CORE CAPABILITIES: of artificial intelligence in the Union, including data resources and algorithm repositories, in compliance with data protection legislation;

MAKE THESE SKILLS ACCESSIBLE TO: all businesses and public administrations;

STRENGTHEN AND NETWORK THE TEST AND EXPERIMENTATION FACILITIES: for artificial intelligence existing in the Member States;

DEVELOP AND ENHANCE COMMERCIAL APPLICATION AND PRODUCTION SYSTEMS: to facilitate the integration of technologies into value chains and the development of innovative business models; reduce the time gap between innovation and its commercial exploitation and encourage the adoption of AI-based solutions in sectors of public interest and in society.

3 - CYBER SECURITY AND TRUST 

OPERATIONAL OBJECTIVES:

SUPPORT > TOGETHER WITH THE MEMBER STATES: the acquisition of equipment, data infrastructures and advanced tools for cybersecurity, in full compliance with data protection legislation;

SUPPORT THE BEST USE: Of European knowledge, skills and competences related to cybersecurity;

ENSURE WIDE IMPLEMENTATION OF THE latest cybersecurity SOLUTIONS across all economic sectors;

STRENGTHEN CAPACITY IN MEMBER STATES AND THE PRIVATE SECTOR: to help them comply with the EU Directive on measures for a high common level of security of network and information systems in the Union;

IMPROVING RESILIENCE TO CYBER ATTACKS: Contribute to developing greater awareness of risks and better knowledge of cybersecurity processes, supporting public and private organizations in achieving basic levels of cybersecurity;

IMPROVING COOPERATION BETWEEN THE CIVIL AND DEFENSE SECTORS > REGARDING: cybersecurity projects, services, skills and dual-use applications.

4 - ADVANCED DIGITAL SKILLS 

 OPERATIONAL OBJECTIVES:

SUPPORT THE CONCEPT AND IMPLEMENTATION: of long-term training courses and activities for students, IT professionals and the workforce;

SUPPORT THE CONCEPT AND IMPLEMENTATION: of short-term training courses and activities for entrepreneurs, small business managers and the workforce;

SUPPORT INTERNSHIP AND TRAINING ACTIVITIES IN THE WORKPLACE: for students, young entrepreneurs and graduates.

5 - IMPLEMENTATION > OPTIMAL USE: of digital capacity and interoperability

OPERATIONAL OBJECTIVES:

ENSURE THAT THE PUBLIC SECTOR AND PUBLIC INTEREST SECTORS > SUCH AS: health and care, education, justice, transport, energy, environment and cultural and creative sectors, can access the most advanced digital technologies and implement them, in particular high-performance computing, artificial intelligence and cybersecurity;

IMPLEMENT - MANAGE AND MAINTAIN: trans-European interoperable digital service infrastructures (and related services), in complementarity with national and regional actions;

FACILITATE > DEVELOPMENT - UPDATE AND USE OF SOLUTIONS AND FRAMEWORKS BY: public administrations, businesses and European citizens, including the reuse of solutions and frameworks for interoperability;

ALLOW PUBLIC ADMINISTRATIONS: to access pilot and testing activities of digital technologies, including their use at a cross-border level;

SUPPORT THE ADOPTION BY UNION INDUSTRY AND PARTICULARLY BY SMALL AND MEDIUM BUSINESSES: of advanced digital and related technologies, including, in particular, high performance computing, artificial intelligence, cybersecurity and future emerging technologies;

SUPPORT THE DESIGN - TESTING - APPLICATION AND IMPLEMENTATION OF INTEROPERABLE DIGITAL SOLUTIONS: For EU-wide public services delivered via a data-driven re-use solutions platform, foster innovation and establish common frameworks to deliver the full potential of public administration services for European citizens and businesses;

ENSURING AT UNION LEVEL > THE ONGOING CAPACITY TO: Observe, analyze and adapt to rapidly evolving digital trends, as well as share and integrate best practices;

SUPPORT COLLABORATION TO CREATE A EUROPEAN ECOSYSTEM: for reliable infrastructures using distributed ledger services and applications, including supporting interoperability and standardization and promoting the deployment of EU cross-border applications;

CREATE AND ENHANCE > THE NETWORK OF HUBS: of digital innovation.

DIGITAL INNOVATION HUBS - DIGITAL INNOVATION HUBS 

IN THE FIRST YEAR OF IMPLEMENTATION OF THE PROGRAM: an initial network of digital innovation hubs is established. For the purposes of establishing the network, each Member State designates the candidate entities through an open and competitive procedure. The Commission adopts a decision relating to the selection of the entities that make up the initial network. These entities are selected by the Commission from among the candidate entities designated by the Member States on the basis of additional criteria.

Entities with legal personality established in the EU or in overseas countries and territories connected to an EU state or in third countries associated with the programme; Legal entities established under Union law and International Organizations of European interest.

The third countries associated with the Program are the EFTA/EEA countries, the candidate and potential candidate countries, beneficiaries of the accession policy, and the countries of the neighborhood policy.

Other third countries may be eligible when their participation is necessary to achieve the objectives of the programme; in this case the conditions of participation are specified in the annual work program and/or in the text of the notice/invitation to submit proposals.

HOW TO ACCESS FINANCING

THE PROGRAM: is implemented partly under direct management, partly indirect. It can grant funding in the form of contracts (main form), grants and prizes or in the form of financial instruments (in the context of blended financing operations). It can also be implemented through European Partnerships.

FOR THE EXECUTION OF THE PROGRAM THE COMMISSION: adopts work programmes, lasting approximately two years. The work programs specify the actions that will be implemented, the amounts established and, if necessary, the conditions to be respected, including the eligible States.

THE EXCELLENCE HUBS CALL: aims to strengthen regional innovation in the Widening countries

THE EXCELLENCE HUBS 2023-2024 NOTICE HAS BEEN PUBLISHED (HORIZON-WIDERA-2023-ACCESS-07) CONTAINED IN THE WORK PROGRAM 2023-2024: of the Horizon Europe transversal sub-programme "Widening participation and strengthening the European Research Area".

THE NOTICE CONTAINS THE FOLLOWING TOPIC (CSA) WITH A BUDGET OF 60 MILLION EUROS:

THE NOTICE FALLS INTO DESTINATION 1 - IMPROVE ACCESS TO EXCELLENCE: which aims to improve access to excellence through a portfolio of complementary actions that aim to build R&I capabilities in enlargement countries, also through national reforms and investments and regional in R&I, to allow them to obtain a greater competitive advantage at European and international level.

THE GENERAL OBJECTIVE OF THE PROGRAM WIDENING PARTICIPATION AND STRENGTHENING THE EUROPEAN RESEARCH AREA 

IT IS AIMED AT EXPANDING THE GEOGRAPHICAL DIVERSITY AND THE NECESSARY SKILLS: to enable successful participation in the R&I process.

PROMOTES NETWORKING AND ACCESS TO EXCELLENCE. Furthermore, it aims to advance the dissemination and exploitation of research results by strengthening research-education interaction and collaborative links across Europe, fostering European R&I networks. Finally, it helps to improve research management capacities in enlargement countries and outermost regions, to support national policy reforms and to exploit the potential of the Union's talents through targeted actions.

IL PROGRAMMA WIDENING PARTICIPATION AND STRENGTHENING THE EUROPEAN RESEARCH AREA: Attua misure concrete a sostegno dell'ampliamento della partecipazione e del rafforzamento dello Spazio Europeo della Ricerca (European Research Area). L'obiettivo è rafforzare i legami di collaborazione in tutta Europa e aprire le reti europee di R&I, contribuire a migliorare le capacità di gestione della ricerca nei Paesi dell’allargamento (Bulgaria, Cechia, Cipro, Croazia, Estonia, Grecia, Ungheria, Lettonia, Lituania, Malta, Polonia, Portogallo, Romania, Slovacchia e Slovenia), per migliorare la competitività dell’Europa sul piano internazionale e sfruttare al meglio il potenziale di R&I di tutti gli Stati membri.

WHAT IT DOES DEAL WITH:

In April 2021, Regulation 2021/696 of the European Union was adopted, which establishes: the new Space Program of the European Union for the years 2021 to 2027, in force with retroactive effect on 1 January 2021.

INOLTRE > DA MARZO 2023: è stato adottato il Regolamento 2023/588, relativo al Programma dell'Unione Europea per una connettività sicura per il periodo 2023-2027, che introduce la componente IRIS². Tramite IRIS², l’Unione Europea potrà disporre di una costellazione di satelliti per fornire servizi di comunicazione ultraveloci e altamente sicuri, contribuendo a migliorare la resilienza e la sovranità dell'Unione Europea.

LE MISSIONI DEL PROGRAMMA SPAZIALE DELL’UNIONE EUROPEA SONO: l’osservazione terrestre, la navigazione satellitare, la connettività, la ricerca e l’innovazione nell’ambito e la protezione e la sicurezza delle comunicazioni.

I PROGETTI > DOVREBBERO CONCENTRARSI: su crimini specifici, quali l'Olocausto, i crimini totalitari o altri crimini del XX secolo come i genocidi, i crimini di guerra e quelli contro l'umanità, analizzando come sono stati organizzati, quali attori hanno coinvolto e come sono stati commessi. Si incoraggiano progetti che trovano nuovi modi di ricordare ed educare su questi crimini, per proteggere la società dalle minacce ricorrenti di odio, discriminazione, razzismo, antisemitismo, antiziganismo e fobia verso la comunità LGBTIQ.

 I PROGETTI > POSSONO ANCHE CONCENTRARSI: sullo sviluppo di reti di giovani Ambasciatori Europei che promuovono la memoria dell'Olocausto, oppure sulla lotta alla distorsione, banalizzazione e negazione dello stesso, nonché sulla digitalizzazione di materiale storico e testimonianze a fini educativi e formativi.

DI COSA SI OCCUPA:

PROGRAMMA DELL’UE “CITTADINI -  UGUAGLIANZA - DIRITTI E VALORI ” (CERV): volto a  proteggere e promuovere i diritti e i valori sanciti nei Trattati, nella Carta dei diritti fondamentali dell'UE e nelle Convenzioni internazionali in materia di diritti umani, per sostenere e sviluppare ulteriormente società aperte, democratiche, eque e inclusive, fondate sullo Stato di diritto.

OBIETTIVI SPECIFICI

- SALVAGUARDARE E PROMUOVERE: i Valori dell’Unione (sezione Valori dell’Unione);

- PROMUOVERE: i diritti, la non discriminazione e l’uguaglianza, compresa la parità di genere, e promuovere l’integrazione della dimensione di genere e della non discriminazione (sezione Uguaglianza, diritti e parità di genere);

- PROMUOVERE IL COINVOLGIMENTO E LA PARTECIPAZIONE DEI CITTADINI: alla vita democratica dell’Unione, gli scambi tra i cittadini di diversi Stati membri e la sensibilizzazione in merito alla loro storia comune europea (sezione Coinvolgimento e partecipazione dei cittadini);

- CONTRASTARE LA VIOLENZA: compresa la violenza di genere (sezione Daphne).

IL PROGRAMMA CERV, assieme al programma “Giustizia" (2021-2027), è parte del Fondo Giustizia, Diritti e Valori.

“Cittadini, Uguaglianza, Diritti e Valori” riunisce e subentra ai programmi “Europa per i cittadini” e “Diritti, uguaglianza e cittadinanza” che sono stati operativi nel periodo 2014-2020.

COSA FINANZIA

Il programma è strutturato in 4 sezioni:

1) Valori dell’Unione

Sostiene le organizzazioni della società civile attive a livello locale, regionale, nazionale e transnazionale per la promozione e la salvaguardia dei diritti, rafforzando in questo modo anche la protezione e la promozione dei valori dell’Unione e il rispetto per lo Stato di diritto e contribuendo alla costruzione di un’Unione più democratica, al dialogo democratico e al buon governo.

2) Uguaglianza, diritti e parità di genere

Sostiene azioni volte a:

- prevenire e combattere le disuguaglianze e le discriminazioni fondate sul sesso, la razza o l’origine etnica, la religione o le convinzioni personali, la disabilità, l’età o l’orientamento sessuale, e a rispettare il principio di non discriminazione ai sensi dell’art. 21 della Carta UE;

- promuovere il pieno esercizio dei diritti da parte delle donne, la parità di genere, compreso l’equilibrio tra vita privata e professionale, l’emancipazione delle donne, l’integrazione della dimensione di genere;

- combattere il razzismo, la xenofobia e ogni forma di intolleranza, incluse l’omofobia, la bifobia, la transfobia, l’interfobia e l’intolleranza fondata sull’identità di genere, sia online che offline;

- tutelare e promuovere i diritti dell’infanzia e dell’adolescenza;

- tutelare e promuovere i diritti delle persone con disabilità;

- tutelare e promuovere i diritti di cittadinanza dell’UE e il diritto alla protezione dei dati personali.

3) Coinvolgimento e partecipazione dei cittadini

Sostiene progetti volti a:

- commemorare momenti salienti della storia europea moderna, tra cui le cause e conseguenze dei regimi autoritari e totalitari, e a sensibilizzare i cittadini europei in merito alla storia, alla cultura, al patrimonio culturale e ai valori che hanno in comune, migliorando così la loro comprensione dell’Unione, delle sue origini, dei suoi obiettivi, dei risultati conseguiti;

- promuovere la partecipazione dei cittadini e delle associazioni rappresentative alla vita democratica e civica dell’Unione, consentendo loro di far conoscere e scambiare pubblicamente opinioni in tutti i settori di azione dell’Unione;

- promuovere gli scambi tra cittadini di Paesi diversi, in particolare attraverso il gemellaggio di città e le reti di città, per permettere loro di cogliere la ricchezza e la diversità del patrimonio comune dell’UE e sensibilizzarli al fatto che questi elementi sono il fondamento per un futuro comune.

4) Dafne

Sostiene azioni volte a:

- prevenire e combattere ogni forma di violenza nei confronti delle donne e delle ragazze e ogni forma di violenza domestica, anche promuovendo le norme sancite dalla Convenzione di Istanbul;

- prevenire e contrastare ogni forma di violenza contro i minori, i giovani e altri gruppi a rischio (ad esempio, LGBTIQ e persone con disabilità);

- sostenere e tutelare tutte le vittime dirette e indirette delle forme di violenza sopra indicate, quali le vittime di violenza perpetrata all’interno della famiglia o nell’ambito di relazioni intime, compresi i minori orfani per crimini domestici, e garantire lo stesso livello di protezione in tutta l’Unione per le vittime della violenza di genere.

CHI PUÒ PARTECIPARE

Persone giuridiche stabilite nei Paesi UE, compresi i PTOM, e nei Paesi terzi associati al programma (Paesi EFTA/SEE, Paesi in via di adesione, Paesi candidati effettivi e potenziali, Paesi della politica europea di vicinato, altri Paesi terzi in virtù di specifici accordi).

Il programma è aperto anche a soggetti giuridici costituiti a norma del diritto UE e a organizzazioni internazionali.

ENTITÀ DEL FINANZIAMENTO

€ 641.705.000 (a prezzi correnti), a cui si aggiunge un'integrazione di € 800.000.000 (a prezzi 2018) a partire dal 2022 (adeguamento specifico previsto dall’art.5 Regolamento UE 2020/2093).

COME ACCEDERE AL FINANZIAMENTO

Per l’attuazione del programma la Commissione UE adotta programmi di lavoro biennali che stabiliscono le azioni da finanziare, i criteri di ammissibilità e selezione delle proposte, l’entità delle risorse disponibili. Sulla base dei programmi di lavoro vengono poi pubblicati, a seconda dell’azione, inviti a presentare proposte di progetto (call for proposals) e bandi di gara d’appalto (call for tenders). 

Gli inviti a presentare proposte e i bandi di gara vengono pubblicati sul Funding and Tenders Portal della Commissione UE.

THE NOTICE AIMS TO CHANGE THE WAYS: of use, research, discovery and experience of data and resources on the internet and on the web, in line with the objectives of the NGI SEARCH project of the European Commission's Next Generation Internet initiative.

THE WINNERS WILL BE ABLE TO PARTICIPATE IN THE NGI EARCH SUPPORT PROGRAM: for a duration of 12 months, with the possibility of receiving technical, business and innovation services through support partners and funds for the realization of their projects.

 INDIVIDUALS WILL BE ABLE TO RECEIVE FUNDS UP TO €50,000 > WHILE ORGANIZATIONS WILL BE ALLOWED A MAXIMUM OF €150,000.

WHAT IT DOES DEAL WITH:

THE EUROPEAN COMMISSION NEXT GENERATION INTERNET INITIATIVE > AIMS TO SHAPE THE DEVELOPMENT AND EVOLUTION OF THE INTERNET > TOWARDS AN INTERNET OF TRUST: a safer, more open and useful experience for its users. In fact, it responds to the challenge of preserving and improving the Internet and its functions, making it resilient and adaptive to user needs, while respecting European values.

IN QUESTO PERCORSO VERSO L’INTERNET DEL FUTURO > SEMPRE PIÙ INCENTRATO SULLA PERSONA > L’UNIONE EUROPEA INTENDE: Incorporare i suoi valori e le sue norme per l’apertura, la trasparenza, la tutela della privacy, la cooperazione e la protezione dei dati nella proposta dell’internet del futuro, così come espresso dalla Dichiarazione Europea sui diritti e i principi digitali (protezione della privacy, controllo e scelta dell'utente, inclusione e decentramento) - e così come indicato nella Dichiarazione per il futuro di Internet (aperto, libero, globale, interoperabile, affidabile e sicuro).

NGI: Contribuisce allo sviluppo e all'adozione di beni comuni digitali nel settore delle tecnologie Internet.

LA MESSA A PUNTO DEI PRINCIPALI ELEMENTI TECNOLOGICI PER L’INTERNET DI DOMANI: verso un ecosistema di piattaforme interoperabili, permetterà agli utenti di poter scegliere tra una gamma di soluzioni decentralizzate open-source.

A SEGUITO DI UN INVESTIMENTO INIZIALE NEL BIENNIO 2018-2020 > A SUPPORTO DI PIÙ DI 1.000 RICERCATORI E INNOVATORI DI INTERNET IN CENTINAIA DI PROGETTI >  L’UNIONE EUROPEA: ha rinnovato il finanziamento per l’iniziativa Next Generation Internet (NGI), a valere su Horizon Europe.

NGI > FORNISCE FINANZIAMENTI E UN ECOSISTEMA AGLI INNOVATORI CON LE IDEE/I PROGETTI PIÙ PROMETTENTI: essa si articola in specifiche azioni che contribuiscono alla logica e la visione generale dell’iniziativa, offrendo anche tutoraggio e supporto al percorso degli innovatori, già a partire dallo sviluppo dell’idea innovativa.

LE AZIONI PREVISTE SONO:

NGI RESEARCH AND INNOVATION ACTIONS >  NEL PERIODO 2022-2027 > IL 20% DEL BUDGET È DEDICATO ALLA SELEZIONE:  monitoraggio, tutoraggio, formazione e costruzione della comunità, mentre l'80%, a Finanziare singoli Progetti tra Individui e/o Organizzazioni di terze parti (cascade funding)

NGI PILOT - INNOVATION ACTIONS > NEL PERIODO 2024-2027 > IN QUESTE AZIONI SARANNO PROPOSTE: Open Call per Finanziare Soggetti Terzi

NGI COORDINATION SUPPORT ACTIONS > CHE GARANTISCONO SINERGIE TRA TUTTI GLI STAKEHOLDER CON UN'ATTENZIONE PARTICOLARE A:

L’INIZIATIVA NGI È SUPPORTATA PRINCIPALMENTE DAL PROGRAMMA HORIZON EUROPE: nell’ambito del Pilastro, Cluster 4 - Digital, industry and space.

NGI > FINANCES PROJECTS THAT COVER ALL LEVELS OF THE INTERNET: from Open hardware, to network and transport technologies, to firmware, operating systems and virtualization, to electronic identities and middleware, to decentralized ledgers, to productivity tools from software, to traffic supervision tools, to over-the-top Internet and vertical applications.

WHO CAN PARTICIPATE:

THE RECIPIENTS OF NGI PROJECTS ARE: Pioneering researchers, developers, high-tech SMEs and start-ups, specified from time to time in the Notices.

AMOUNT OF FUNDING:

NGI RESEARCH AND INNOVATION ACTIONS: CIRCA 80 MILIONI.
