DIGITAL EUROPE > IT'S THE EU'S PROGRAMME: to accelerate the recovery and drive Europe's digital transformation

WHAT IT DOES DEAL WITH:

THE DIGITAL TRANSITION: it is fundamental to guarantee the future prosperity of Europe. As part of the next long-term EU budget, the Multiannual Financial Framework, the Commission has proposed the Digital Europe programme, the EU's program to accelerate the recovery and drive Europe's digital transformation. In particular, it aims to develop the EU's strategic digital capabilities and facilitate the widespread use of digital technologies, which will be used by European citizens, businesses and public administrations. 

FOR THE PERIOD 2021-2027 > THE PROGRAM INCLUDES 5 PRIORITY AREAS > WITH SPECIFIC OBJECTIVES AND IMPLEMENTATION METHODS:

1 - HIGH PERFORMANCE COMPUTING: (HPC - High Performance Computing)

OPERATIONAL OBJECTIVES:

IMPLEMENT - COORDINATE AT UNION LEVEL AND OPERATE IN THE UNION: an integrated, world-class exascale data and supercomputing infrastructure, accessible on a non-commercial basis to public and private users and for publicly funded research purposes;

IMPLEMENT TECHNOLOGY > READY TO USE/OPERATIONAL: resulting from research and innovation activities, with a view to creating an integrated Union-wide ecosystem for high-performance computing covering all segments of the scientific and industrial value chain, including hardware, software, applications, services, interconnections and digital skills;

IMPLEMENT AND OPERATE A POST-EXASCALE INFRASTRUCTURE: including integration with quantum computing technologies, and develop new computing research infrastructures.

2 - ARTIFICIAL INTELLIGENCE (AI)

OPERATIONAL OBJECTIVES:

DEVELOP AND ENHANCE THE CORE CAPABILITIES: of artificial intelligence in the Union, including data resources and algorithm repositories, in compliance with data protection legislation;

MAKE THESE SKILLS ACCESSIBLE TO: all businesses and public administrations;

STRENGTHEN AND NETWORK THE TEST AND EXPERIMENTATION FACILITIES: for artificial intelligence existing in the Member States;

DEVELOP AND ENHANCE COMMERCIAL APPLICATION AND PRODUCTION SYSTEMS: to facilitate the integration of technologies into value chains and the development of innovative business models; reduce the time gap between innovation and its commercial exploitation and encourage the adoption of AI-based solutions in sectors of public interest and in society.

3 - CYBER SECURITY AND TRUST 

OPERATIONAL OBJECTIVES:

SUPPORT > TOGETHER WITH THE MEMBER STATES: the acquisition of equipment, data infrastructures and advanced tools for cybersecurity, in full compliance with data protection legislation;

SUPPORT THE BEST USE: Of European knowledge, skills and competences related to cybersecurity;

ENSURE WIDE IMPLEMENTATION OF THE latest cybersecurity SOLUTIONS across all economic sectors;

STRENGTHEN CAPACITY IN MEMBER STATES AND THE PRIVATE SECTOR: to help them comply with the EU Directive on measures for a high common level of security of network and information systems in the Union;

IMPROVING RESILIENCE TO CYBER ATTACKS: Contribute to developing greater awareness of risks and better knowledge of cybersecurity processes, supporting public and private organizations in achieving basic levels of cybersecurity;

IMPROVING COOPERATION BETWEEN THE CIVIL AND DEFENSE SECTORS > REGARDING: cybersecurity projects, services, skills and dual-use applications.

4 - ADVANCED DIGITAL SKILLS 

 OPERATIONAL OBJECTIVES:

SUPPORT THE CONCEPT AND IMPLEMENTATION: of long-term training courses and activities for students, IT professionals and the workforce;

SUPPORT THE CONCEPT AND IMPLEMENTATION: of short-term training courses and activities for entrepreneurs, small business managers and the workforce;

SUPPORT INTERNSHIP AND TRAINING ACTIVITIES IN THE WORKPLACE: for students, young entrepreneurs and graduates.

5 - IMPLEMENTATION > OPTIMAL USE: of digital capacity and interoperability

OPERATIONAL OBJECTIVES:

ENSURE THAT THE PUBLIC SECTOR AND PUBLIC INTEREST SECTORS > SUCH AS: health and care, education, justice, transport, energy, environment and cultural and creative sectors, can access the most advanced digital technologies and implement them, in particular high-performance computing, artificial intelligence and cybersecurity;

IMPLEMENT - MANAGE AND MAINTAIN: trans-European interoperable digital service infrastructures (and related services), in complementarity with national and regional actions;

FACILITATE > DEVELOPMENT - UPDATE AND USE OF SOLUTIONS AND FRAMEWORKS BY: public administrations, businesses and European citizens, including the reuse of solutions and frameworks for interoperability;

ALLOW PUBLIC ADMINISTRATIONS: to access pilot and testing activities of digital technologies, including their use at a cross-border level;

SUPPORT THE ADOPTION BY UNION INDUSTRY AND PARTICULARLY BY SMALL AND MEDIUM BUSINESSES: of advanced digital and related technologies, including, in particular, high performance computing, artificial intelligence, cybersecurity and future emerging technologies;

SUPPORT THE DESIGN - TESTING - APPLICATION AND IMPLEMENTATION OF INTEROPERABLE DIGITAL SOLUTIONS: For EU-wide public services delivered via a data-driven re-use solutions platform, foster innovation and establish common frameworks to deliver the full potential of public administration services for European citizens and businesses;

ENSURING AT UNION LEVEL > THE ONGOING CAPACITY TO: Observe, analyze and adapt to rapidly evolving digital trends, as well as share and integrate best practices;

SUPPORT COLLABORATION TO CREATE A EUROPEAN ECOSYSTEM: for reliable infrastructures using distributed ledger services and applications, including supporting interoperability and standardization and promoting the deployment of EU cross-border applications;

CREATE AND ENHANCE > THE NETWORK OF HUBS: of digital innovation.

DIGITAL INNOVATION HUBS - DIGITAL INNOVATION HUBS 

IN THE FIRST YEAR OF IMPLEMENTATION OF THE PROGRAM: an initial network of digital innovation hubs is established. For the purposes of establishing the network, each Member State designates the candidate entities through an open and competitive procedure. The Commission adopts a decision relating to the selection of the entities that make up the initial network. These entities are selected by the Commission from among the candidate entities designated by the Member States on the basis of additional criteria.

I POLI DELL'INNOVAZIONE DIGITALE >  POSSONO RICEVERE FINANZIAMENTI SOTTO FORMA DI SOVVENZIONI > I POLI DELL'INNOVAZIONE DIGITALE CHE RICEVONO FINANZIAMENTI PARTECIPANO ALL'ATTUAZIONE DEL PROGRAMMA PER:

FORNIRE SERVIZI DI TRASFORMAZIONE DIGITALE: (comprese le strutture di prova e sperimentazione) orientati alle Piccole e Medie Imprese e alle imprese a media capitalizzazione, anche in settori in cui l'adozione delle tecnologie digitali e di tecnologie correlate è lenta;

TRASFERIRE COMPETENZE E KNOW-HOW TRA LE REGIONI: in particolare mettendo in rete le Piccole e Medie Imprese e le imprese a media capitalizzazione stabilite in una regione con i Poli dell'innovazione digitale stabiliti in altre regioni che sono in grado fornire al meglio i servizi richiesti;

FORNIRE SERVIZI TEMATICI - COMPRESI QUELLI CORRELATI ALL'INTELLIGENZA ARTIFICIALE - AL CALCOLO AD ALTE PRESTAZIONI E ALLA CIBERSICUREZZA E ALLA FIDUCIA: alle amministrazioni, alle organizzazioni del settore pubblico, alle PMI e alle imprese a media capitalizzazione. I singoli poli dell'innovazione digitale possono specializzarsi in servizi tematici specifici e non sono tenuti a fornire tutti i servizi tematici citati nel presente paragrafo;

EROGARE SOSTEGNO FINANZIARIO A TERZI NELL'AMBITO DELL'OBIETTIVO SPECIFICO 4 - COMPETENZE DIGITALI AVANZATE.

CHI PUÒ PARTECIPARE:

Entities with legal personality established in the EU or in overseas countries and territories connected to an EU state or in third countries associated with the programme; Legal entities established under Union law and International Organizations of European interest.

The third countries associated with the Program are the EFTA/EEA countries, the candidate and potential candidate countries, beneficiaries of the accession policy, and the countries of the neighborhood policy.

Other third countries may be eligible when their participation is necessary to achieve the objectives of the programme; in this case the conditions of participation are specified in the annual work program and/or in the text of the notice/invitation to submit proposals.

SPECIFIC OBJECTIVE 2 - ARTIFICIAL INTELLIGENCE: EUR 2,061,956,000

SPECIFIC OBJECTIVE 3 - CYBER SECURITY AND TRUST EUR 1,649,566,000

SPECIFIC OBJECTIVE 4 - ADVANCED DIGITAL SKILLS: EUR 577,347,000

SPECIFIC OBJECTIVE 5 - IMPLEMENTATION - OPTIMAL USE OF DIGITAL CAPABILITIES AND INTEROPERABILITY: EUR 1,072,217,000.

HOW TO ACCESS FINANCING

THE PROGRAM: is implemented partly under direct management, partly indirect. It can grant funding in the form of contracts (main form), grants and prizes or in the form of financial instruments (in the context of blended financing operations). It can also be implemented through European Partnerships.

FOR THE EXECUTION OF THE PROGRAM THE COMMISSION: adopts work programmes, lasting approximately two years. The work programs specify the actions that will be implemented, the amounts established and, if necessary, the conditions to be respected, including the eligible States.
