LA COMMISSIONE EUROPEA: ha pubblicato un nuovo bando inerente il Sistema di monitoraggio della proprietà dei media. Il Bando mette a disposizione 500mila Euro per finanziare un solo Progetto e rimane aperto fino al 2 Agosto 2024.

IL SISTEMA DI MONITORAGGIO DELLA PROPRIETÀ DEI MEDIA: è una delle misure annunciate nel Piano d'Azione UE per la Democrazia Europea per contribuire a promuovere e salvaguardare la libertà e il pluralismo dei media. Esso punta a istituire una Banca Dati, accessibile al pubblico, contenente informazioni sulla proprietà dei media e a fornire una valutazione sistematica dei relativi quadri giuridici e dei rischi per la trasparenza della proprietà dei media.

IL PROGETTO DA FINANZIARE DOVREBBE BASARSI: sui risultati dei due precedenti Progetti pilota già realizzati e aggiornare le informazioni sulla proprietà dei media attualmente disponibili nel DataBase pubblico. Il Progetto dovrebbe anche aggiornare la valutazione dei quadri giuridici pertinenti e dei rischi per la trasparenza della proprietà dei media, tenendo conto del lavoro svolto dal Media Pluralism Monitor nel settore della proprietà e del controllo dei media.

IL BANDO: è rivolto a Persone giuridiche stabilite negli Stati membri UE, quali Organizzazioni No-Profit - Università - Istituti D’Istruzione - Centri di Ricerca -  Organizzazioni Internazionali.

IL PROGETTO DEVE ESSERE PRESENTATO: da un Consorzio costituito da almeno 2 Soggetti.

NELL’AMBITO DEL FONDO ASILO -  MIGRAZIONE E INTEGRAZIONE: è aperto fino al 21 Agosto 2024 un nuovo Bando per Progetti sull’Assistenza, il Sostegno e l’Integrazione di cittadini di Paesi terzi vittime della tratta.

IL BANDO INTENDE CONTRIBUIRE a MIGLIORARE: L'Identificazione -  L'Assistenza - il Sostegno e l'Integrazione dei Cittadini dA Paesi terzi vittime della tratta di esseri umani, per far fronte alle sfide individuate nella quarta Relazione della Commissione sui progressi compiuti nella lotta contro la tratta.

 VERRANNO FINANZIATI PROGETTI CON RISULTATI TANGIBILI E CONCRETI CHE SI CONCENTRANO SULLE SEGUENTI ATTIVITÀ:

▪︎ Iniziative per la creazione e il miglioramento del coordinamento transnazionale multi-stakeholder e multidisciplinare, in particolare sull’identificazione, che faciliti lo scambio di esperienze e migliori pratiche tra attori pertinenti, quali le autorità di polizia, giudiziarie, di immigrazione e asilo, gli assistenti sociali, gli ispettorati del lavoro, le guardie di frontiera, le organizzazioni della società civile e altri servizi.

▪︎ Iniziative volte a migliorare la prevenzione della tratta degli esseri umani, in particolare a fini di sfruttamento lavorativo e sessuale.

Tali iniziative possono comprendere campagne di sensibilizzazione, anche in cooperazione con i Paesi terzi.

▪︎ Iniziative volte a migliorare il deferimento delle vittime della tratta ai servizi di protezione, assistenza e sostegno, tenendo conto delle circostanze personali e delle loro esigenze specifiche, in particolare quelle inerenti i servizi sanitari, psicologici e legali.

▪︎ Iniziative volte a potenziare l’offerta di servizi specializzati di assistenza e sostegno. Queste potrebbero includere la cooperazione e lo scambio di migliori pratiche tra i centri di accoglienza esistenti di diversi Stati membri, in particolare in relazione alla fornitura di assistenza e sostegno alle vittime della tratta.

Misure Transnazionali che facilitano l'integrazione delle vittime attraverso l'accesso, tra l'altro, all’istruzione, alla formazione linguistica e professionale, a programmi di apprendistato, a servizi di collocamento lavorativo, alla formazione e mentoring sul posto di lavoro, alla formazione all'imprenditorialità.

Iniziative volte a migliorare la cooperazione transfrontaliera in casi concreti, come nel contesto del trasferimento di cittadini vittime della tratta allo Stato membro di primo arrivo o del rimpatrio volontario e sicuro nel loro Paese di origine.

I PROGETTI: dovrebbero avere un impatto operativo concreto sull'identificazione, l'assistenza e la protezione dei cittadini di Paesi terzi vittime della tratta, nel contesto dell'integrazione o del rimpatrio sicuro. DOVREBBERO CONTRIBUIRE A  RAGGIUNGERE ALMENO UNO DEI SEGUENTI RISULTATI:

▪︎ Miglioramento dell’identificazione, protezione, assistenza, sostegno e integrazione delle vittime della tratta, tenendo conto in particolare dei bambini e altri gruppi vulnerabili, dei settori e degli ambienti ad alto rischio;

▪︎ Miglioramento della cooperazione transnazionale tra autorità locali e regionali e società civile per l'identificazione, l'integrazione nonché il rimpatrio volontario e sicuro delle vittime della tratta, e per trovare soluzioni durature per le vittime particolarmente vulnerabili, incluso i bambini;

▪︎ Miglioramento dell’identificazione, protezione, assistenza e sostegno alle vittime attraverso una maggiore considerazione della dimensione online della tratta di esseri umani;

▪︎ Sviluppo di approcci pratici, strumenti e linee guida, se del caso basandosi sui risultati di progetti già realizzati.

I PROGETTI PROPOSTI: devono avere una durata massima di 24 mesi.

IL BANDO: è Aperto a Enti Non-Profit stabiliti nei Paesi UE (escluso Danimarca) e a organizzazioni internazionali.

I PROGETTI DEVONO ESSERE PRESENTATI DA: un Consorzio costituito da almeno tre Soggetti di 3 diversi Stati UE. Le Organizzazioni Internazionali non possono essere coordinatori di progetto.

IL CONTRIBUTO UE: può coprire fino al 90% dei costi ammissibili del Progetto, per una Sovvenzione compresa tra 500.000 e 1.000.000 Euro.

LA NUOVA CALL: Prevede Contributi a Progetti di Volontariato - di Solidarietà dei Giovani e di Aiuto Umanitario

LA COMMISSIONE EUROPEA: ha pubblicato il Bando per l’annualità 2024 relativo al Corpo Europeo di Solidarietà.

PER PARTECIPARE AL BANDO: è necessario tenere conto anche di quanto indicato nella “Guida al Corpo Europeo di Solidarietà”: la Guida è parte integrante del bando e fornisce indicazioni dettagliate sulle singole azioni che vengono finanziate, l'entità del finanziamento UE e la procedura per la Presentazione delle Proposte di Progetto.

COSA FINANZIA IL BANDO?

》》》》》》》》》》》LA CALL METTE A DISPOSIZIONE 145 MILIONI DI EURO PER SOSTENERE PROGETTI QUALI:

PROGETTI DI VOLONTARIATO:

Progetti che offrono ai giovani (18-30 anni) l’opportunità di partecipare ad attività di solidarietà. Le attività di volontariato possono svolgersi nel Paese di residenza del partecipante (attività nazionali) o in un Paese diverso da quello di residenza (attività transfrontaliere). Il volontariato può essere individuale, per una durata compresa tra 2 e 12 mesi (o tra 2 settimane e 2 mesi, se coinvolge giovani con minori opportunità), oppure di gruppo, con il coinvolgimento di 10-40 giovani provenienti da almeno 2 Paesi diversi, per un periodo compreso tra 2 settimane e 2 mesi.

GRUPPI DI VOLONTARIATO IN SETTORI AD ALTA PRIORITÀ:

Progetti su larga scala e ad alto impatto inerenti attività di volontariato svolte da gruppi di giovani (almeno 5 partecipanti, di età 18-30 anni) di almeno due Paesi diversi, che attuano interventi di breve durata (da 2 settimane a 2 mesi) in risposta a sfide comuni europee in settori prioritari definiti annualmente a livello UE. Per il 2024 i progetti devono concentrarsi sulle due seguenti priorità:

- Soccorso alle persone in fuga da conflitti armati e altre vittime di calamità naturali o provocate dall’uomo;

- Promozione di esperienze e risultati di apprendimento positivi per i giovani con minori opportunità.

PROGETTI DI SOLIDARIETÀ:

Progetti sviluppati e realizzati da gruppi di almeno 5 giovani (18-30 anni) di uno stesso Paese registrati al Corpo europeo di solidarietà, al fine di affrontare le principali sfide della loro comunità locale. I progetti possono durare da 2 a 12 mesi. Oltre all’impatto locale, un progetto di solidarietà dovrebbe anche presentare un chiaro valore aggiunto europeo.

ATTIVITÀ DI VOLONTARIATO NELL ’AMBITO DEL CORPO VOLONTARIO EUROPEO DI AIUTO UMANITARIO:

Progetti che si svolgono in Paesi terzi in cui sono in corso operazioni di aiuto umanitario e che offrono l'opportunità ai giovani di età tra i 18-35 anni di svolgere attività di volontariato a breve o lungo termine, contribuendo a fornire assistenza, soccorso e protezione laddove più necessario. Questi progetti devono essere in linea con i principi di umanità, neutralità, imparzialità e indipendenza, nonché con il principio del “non nuocere”. Il volontariato può essere individuale, per una durata compresa tra 2 e 12 mesi, oppure di gruppo, con il coinvolgimento di 5-40 giovani provenienti da almeno 2 Paesi diversi, per un periodo compreso tra 2 settimane e 2 mesi.

CHI PUÒ PARTECIPARE AL BANDO?

IL BANDO: è aperto a organizzazioni stabilite o giovani residenti nei Paesi UE (compresi i PTOM) e nei Paesi terzi associati al programma, quali i Paesi EFTA/SEE (solo Islanda, Liechtenstein), i Paesi candidati all'adesione all'UE (solo Turchia, Macedonia del Nord). La partecipazione ad alcune azioni è inoltre aperta anche a organizzazioni e giovani di Paesi terzi non associati al programma (si veda la Guida al programma).

I Giovani sono i soggetti target del Corpo Europeo di Solidarietà. Il loro coinvolgimento avviene principalmente attraverso organizzazioni e enti, pubblici o privati, che organizzano le attività di solidarietà.

I Giovani che intendono partecipare al Corpo Europeo di Solidarietà devono registrarsi nel Portale del Corpo Europeo di Solidarietà. Ci si può registrare a partire dai 17 anni, ma per prendere parte a un progetto occorre avere almeno 18 anni. Più precisamente, i giovani di età compresa tra 18-30 anni registrati nel Portale possono partecipare a progetti di volontariato o presentare candidature per progetti di solidarietà. Ai progetti di volontariato nell’ambito dell’aiuto umanitario possono partecipare giovani registrati che abbiano fino a 35 anni.

LE ORGANIZZAZIONI CHE INTENDONO PARTECIPARE A PROGETTI DI VOLONTARIATO ANCHE NEL SETTORE DELL’AIUTO UMANITARIO: devono previamente ottenere il Marchio di qualità (Quality Label). Il Marchio certifica che un'organizzazione è in grado di svolgere attività di solidarietà di alta qualità nel rispetto dei principi, degli obiettivi e dei requisiti del Corpo europeo di solidarietà. E’ possibile presentare domande per ottenere:

▪︎ Marchio di Qualità per le attività di volontariato legate alla solidarietà

▪︎ Marchio di Qualità per il volontariato nel settore degli aiuti umanitari

▪︎ Qualsiasi Organizzazione o Ente che abbia ottenuto il Marchio di Qualità può Presentare Progetti o Parteciparvi come Partner.

MODALITÀ E PROCEDURE 

LE CANDIDATURE PER I PROGETTI DI VOLONTARIATO E I PROGETTI DI SOLIDARIETÀ: devono essere Presentati all’Agenzia Nazionale del Paese del proponente (per l’Italia, l’Agenzia italiana per la gioventù). Le candidature per progetti di gruppi di volontariato in settori ad alta priorità e per attività di volontariato nell’ambito dell’aiuto umanitario devono essere presentate, invece, all’Agenzia esecutiva EACEA.

LE DOMANDE: per ottenere il Marchio di qualità per le attività di volontariato solidale vanno presentate all’Agenzia Nazionale del Paese di provenienza dell’organizzazione richiedente, mentre quelle per il Marchio di Qualità per il Volontariato nel Settore degli Aiuti Umanitari vanno Presentate all’Agenzia esecutiva EACEA. Le Domande per ottenere il Marchio possono essere presentate in qualsiasi momento (non c'è scadenza).

ENTITÀ DEL CONTRIBUTO:

IL CONTRIBUTO: può coprire fino all’80% dei costi totali ammissibili del Progetto. La Sovvenzione Richiesta deve essere compresa tra 1.000.000 e 3.000.000 Euro.

MODALITÀ E PROCEDURE PER LA PRESENTAZIONE:

I PROGETTI: Devono essere Presentati da un Consorzio costituito da almeno Due Soggetti (l’Applicant o Coordinatore di Progetto + almeno un Co-Applicant) di Stati diversi.

Almeno Uno dei Soggetti del Consorzio deve anche dimostrare di avere comprovata esperienza nel campo della disoccupazione di lunga durata.

LA DURATA DEI PROGETTI: deve essere di 36 mesi.

Tutte le Candidature devono essere Presentate direttamente Online tramite il PortaleSINNIS (Sistema Informativo sull’Innovazione Sociale). L’accesso al PortaleSINNIS per la Presentazione delle Domande sarà disponibile a partire da Agosto 2024.

FIFA FOUNDATION COMMUNITY PROGRAMME – BANDO 2024

OBIETTIVO:

Lo scopo del Community Programme della FIFA Foundation è sostenere organizzazioni non profit che utilizzano il calcio per affrontare le sfide globali più urgenti che colpiscono i bambini e i giovani svantaggiati, contribuendo agli Obiettivi per lo Sviluppo Sostenibile (SDGs) dell’ONU.

A tal fine, la Fondazione FIFA fornisce un sostegno finanziario annuale per coprire un’ampia gamma di costi, inclusi i costi legati ai programmi e alle attività istituzionali, nonché i costi legati a progetti, iniziative, eventi e workshop.

AZIONI FINANZIABILI:

La Fondazione intende sostenere lo sviluppo sociale attraverso programmi o progetti continui, regolari e ben consolidati che utilizzano il calcio come strumento per affrontare questioni sociali, rivolgendosi a bambini o giovani vulnerabili per offrire loro opportunità di sviluppo.

In conformità con la strategia generale della Fondazione, le organizzazioni sono invitate ad allineare la loro proposta di progetto con gli Obiettivi per lo Sviluppo Sostenibile (SDGs) dell’Agenda 2030 dell’ONU e a delineare chiaramente il modo in cui il progetto contribuisce al raggiungimento degli obiettivi (con impostazione del relativo sistema di monitoraggio e verifica).

Particolare attenzione viene prestata al raggiungimento dell’equilibrio di genere tra i beneficiari; nel caso in cui non sia possibile, deve essere fornita una valida giustificazione.

Le Attività possono avere luogo tra il primo Gennaio 2025 e il 31 Dicembre 2026 e devono essere svolte frequentemente: almeno una volta alla settimana e per un minimo di otto mesi all’anno.

ENTI AMMISSIBILI:

PER POTER BENEFICIARE DEL PROGRAMMA COMUNITARIO DELLA FIFA FOUNDATION -  UN’ORGANIZZAZIONE DEVE SODDISFARE I SEGUENTI CRITERI:

▪︎ Essere un’entità legale e registrata con status privato non profit nel paese in cui devono essere implementate le attività proposte;

▪︎ Essere politicamente e religiosamente indipendente e senza fini di lucro;

▪︎ Non essere discriminatoria in alcun modo (per motivi sociali, etnici, razziali, religiosi, finanziari, di genere, di talento, ecc.)

▪︎ Essere un realizzatore diretto delle attività proposte;

▪︎ Impegnarsi in pratiche trasparenti nei settori della contabilità, amministrazione e governance;

▪︎ Essere finanziariamente sostenibile e avere un approccio a lungo termine;

OBIETTIVO:

La UEFA Foundation for children nasce a Ginevra nel 2015, per il desiderio della UEFA di giocare un ruolo maggiormente attivo nella società, con l’intento di tutelare i bambini e proteggere i loro diritti fondamentali. Lo sport (il calcio in particolare), può infatti fornire un sostegno nei settori della salute e dell’istruzione dei bambini, oltre che promuovere l’accesso di tutti all’attività sportiva, facilitando lo sviluppo personale e favorendo l’integrazione delle minoranze.

Per raggiungere i suoi obiettivi, la Fondazione organizza un Bando annuale per Progetti che coinvolgano il calcio o lo sport in generale aperto a tutte le Organizzazioni e ONG del mondo che lavorano a beneficio dei bambini.

AZIONI FINANZIABILI:

I Progetti devono cercare di promuovere i diritti fondamentali dei bambini in tutto il mondo attraverso misure pratiche per aiutarli nei settori dell’accesso allo sport, della salute, dell’istruzione, dell’occupazione, dello sviluppo personale e del sostegno ai bambini vulnerabili.

NON SARANNO PRESE IN CONSIDERAZIONE PROPOSTE CHE:

▪︎ Non coinvolgono una maggioranza di bambini sotto i 18 anni 

▪︎ Non coinvolgono almeno il 20% di ragazze

▪︎ Mirano principalmente allo scouting, alla formazione o alla promozione di giovani talenti.

IL SOSTEGNO DELLA FONDAZIONE NON SI LIMITA AI PROGETTI IN EUROPA.

THE 2024 EDITION: focuses on the importance of digital social innovation to strengthen the Democratic space in the EU.

THIS YEAR'S THEME IS DIGITAL DEMOCRACY WHICH AIMS TO:

• INCENTIVE AND SUPPORT SOCIAL INNOVATIONS: which will help identify and address disinformation, encourage democratic governance models in online services, tools and business models;

• CONNECTING ACTORS IN EMERGING DEMOCRATIC PRACTICES > SUCH AS: Decidim-based Public Consultation and Deliberation Platforms;

• PROMOTE THE CREATION AND ADOPTION OF COMMON DIGITAL GOODS SUCH AS: Open Source Solutions - Open Hardware and Open Data;

• RAISE PUBLIC AWARENESS OF DEMOCRATIC VALUES: in the virtual and digital world;

• BUILD COMMUNITY AND STRENGTHEN CIVIL SOCIETY BASED ON: Participation - Collaboration - Deliberation and Creation of spaces for dialogue based on Democratic values;

• DEVELOP DIGITAL ORGANIZATIONAL OR BUSINESS MODELS: guided by democratic principles, as well as supporting equitable access, open and shared technologies.

THE EUROPEAN SOCIAL INNOVATION COMPETITION: has a total budget of €150,000 and the three winners (1st, 2nd and 3rd place) will be rewarded with €75,000, €50,000 and €25,000 respectively.

CAN PARTICIPATE IN THE COMPETITION: natural and legal persons established in EU Member States or in countries associated with Horizon Europe. Among others, non-profit and for-profit organizations such as entrepreneurs and social enterprises, social responsibility departments of private companies, NGOs, civil society organizations (CSOs), educational institutions and universities.

IN THE FRAMEWORK OF THE ERASMUS+ PROGRAM > THE 2024 NOTICE FOR EXPERIMENTS OF EUROPEAN POLICIES IN THE SECTOR OF EDUCATION AND TRAINING HAS BEEN PUBLISHED > WHICH REMAINS OPEN UNTIL 4 JUNE 2024.

EUROPEAN POLICY TRIALS ARE TRANSNATIONAL COOPERATION PROJECTS THAT INVOLVE: The Development - Implementation and Testing of the Relevance - Effectiveness - Potential Impact and Scalability of activities aimed at addressing policy priorities in different countries.

THE NOTICE HAS A TOTAL: A Budget of 47 Million Euros and is made up of 6 distinct Topics, each focused on specific priorities. A Project Proposal must concern only one of these Topics and only one of the related Priorities:

SUPPORT FOR ONLY ONE PROJECT CONCERNING: 

PRIORITY 13: National/Regional Support for European University Alliances

FOR TOPICS 1-5 the Duration of the Proposed Projects: must be between 24-36 months, while for Topic 6 between 36-48 months.

THE NOTICE IS ADDRESSED TO: Legal Persons - Public and Private - Active in the Education and Training - Research and Innovation Sectors or in the world of work.

THESE ENTITIES MUST BE ESTABLISHED IN ONE OF THE FOLLOWING ELIGIBLE COUNTRIES: EU States (including OCT), EFTA/EEA Countries and Third Countries associated with the Program indicated in this document. In the case of Projects relating to Topic 6, the subjects involved can also be established in Albania, Bosnia-Herzegovina, Kosovo, Montenegro.

THE PROJECTS: must be presented by a Consortium made up of at least 3 entities from three different EU Member States or third countries associated with the Erasmus+ programme.

THE EU GRANT: can cover up to 80% of the costs of the Project, for a maximum of 1 million euros.
