NOTICE: CAPACITY DEVELOPMENT IN THE SECTOR OF VOCATIONAL EDUCATION AND TRAINING – DEADLINE: 29 FEBRUARY 2024

” KA 2 – CAPACITY DEVELOPMENT IN THE SECTOR OF VOCATIONAL EDUCATION AND TRAINING

PROVIDER: European Commission – DG Education, Culture and Audiovisual  

EXPIRY: February 29, 2024  

GOALS:

BUILDING THE CAPACITY OF VET PROVIDERS: in strengthening cooperation between public and private stakeholders in the VET sector for demand- and opportunity-driven training pathways;

IMPROVING THE QUALITY AND RESPONSIVENESS OF VOCATIONAL EDUCATION AND TRAINING: in relation to economic and social developments to improve the supply of skills relevant to the labor market;

ALIGN VET PROVISION: with local, regional and national development strategies.

  REGIONAL PRIORITIES: In addition to the horizontal priorities of the Programme, the EU has also set a series of regional priorities for geographical balance and related specific objectives. Furthermore, institutions are encouraged to collaborate with Partners from poorer and less developed third countries not associated with the programme.

WESTERN BALKANS: Priority will be given to Projects that contribute to the relevant economic and investment plan and/or to the recommendations of the European Training Foundation within the TURIN process: Mobility of learners (students) and staff (teachers) will be given priority , trainers, directors, managers, etc.).

EASTERN NEIGHBORHOOD: Priority will be given to projects that contribute to the Economic and Investment Plan and/or to the recommendations of the Training European Foundation as part of the TURIN process.


SOUTHERN MEDITERRANEAN COUNTRIES: Priority will be given to projects that contribute to the Economic and Investment Plan and/or to the recommendations of the Training European Foundation as part of the Turin process.

SUB-SAHARAN AFRICA: Priority will be given to least developed countries. A particular emphasis will also be placed on the countries with the greatest migration.

NO COUNTRY WILL ACCESS MORE THAN 8% OF THE FUNDING PROVIDED FOR THE REGION;

PRIORITY WILL BE GIVEN TO PROJECTS THAT CONTRIBUTE TO THE RESPECTIVE PROGRAMS: multi-annual geographical programs at national or regional level and to the EU-Africa Global Gateway investment package;

PRIORITY WILL BE GIVEN TO PROJECTS THAT HELP TO PROMOTE: public-private dialogue between VET institutions and the private sector.

LATIN AMERICA: Priority will be given to regional projects (projects involving more than one eligible third country not associated with the Programme) or projects in low- and middle-income countries;

PRIORITY WILL BE GIVEN TO PROJECTS THAT CONTRIBUTE TO THEIR RESPECTIVE MULTI-YEAR PROGRAM AT NATIONAL OR REGIONAL LEVEL.

CARIBBEAN: Priority will be given to regional projects (projects involving more than one eligible third country not associated with the Programme) or Projects in low- and middle-income countries;

PRIORITY WILL BE GIVEN TO PROJECTS THAT CONTRIBUTE TO THE RESPECTIVE PROGRAM: multi-year at national or regional level.

WORK-BASED LEARNING: (for young people and/or adults);

GUARANTEE MECHANISMS: quality;

PROFESSIONAL DEVELOPMENT: of VET teachers/trainers;

KEY COMPETENCIES > INCLUDING: entrepreneurship Public-private partnerships in VET;

INNOVATION: IN VET;

SUPPORT FOR THE DEVELOPMENT OF SKILLS: green and digital for the dual transition;

SKILLS CORRESPONDING TO OPPORTUNITIES: current and future work.

THE PROPOSED ACTIVITIES: They must be directly linked to the Objectives and Thematic Areas of the Action, i.e. they must correspond to one or more of the thematic areas listed.

THE PROJECTS WILL BE ABLE TO INTEGRATE A WIDE RANGE OF ACTIVITIES OF: cooperation, exchange, communication and others.

IF MOBILITY OF LEARNERS AND STAFF ARE PROPOSED: these should contribute directly to the objectives of the project and be firmly framed in its overall logic.

COUNTRIES - TERRITORIES AND COMMUNITIES WHICH ARE NOT SOVEREIGN BUT DEPEND TO DIFFERENT EXTENTS ON THE THREE MEMBER STATES > WITH WHICH THEY MAINTAIN SPECIAL TIES > OR:

1.OLLAND: Aruba, Bonaire, Curaçao, Saba, Sint Eustatius, Sint Maarten;

2. FRANCE: New Caledonia - French Polynesia - French Southern and Antarctic Lands - Wallis and Futuna Islands - Saint Pierre and Miquelon - Saint Barthélemy;

3. DENMARK: Greenland.

THIRD COUNTRIES ASSOCIATED WITH THE EFTA/EEA PROGRAM: Norway, Iceland and Liechtenstein Republic of North Macedonia, Turkey, Serbia

THIRD COUNTRIES NOT ASSOCIATED WITH THE PROGRAM REGIONS 1, 2, 3, 9, 10 and 11 (see part A of the Guide). EXCEPTION: Belarus (region 2) and the Russian Federation are not eligible to participate in this action.

  COUNTRIES/TERRITORIES OF IMPLEMENTATION

THE ACTIVITIES MUST CARRY OUT IN THE COUNTRIES OF THE ORGANIZATIONS PARTICIPATING IN THE PARTNERSHIP: except in cases duly justified in relation to the objectives of the action. Furthermore, if adequately motivated, the activities can also take place at the headquarters of an Institution of the European Union, even if there are no Participating Organizations in the country hosting the Institution (Brussels, Frankfurt, Luxembourg, Strasbourg and The Hague). .

ACTIVITIES INVOLVING THE SHARING AND PROMOTION OF RESULTS: can also take place on the occasion of relevant Transnational Thematic Events/Conferences in EU Member States or in Third Countries Associated with the Program or in Third Countries not associated with the programme.

  ELIGIBLE ENTITIES: Public and Private Organizations Active in the VET Sector or in the Labor Market.

THIRD COUNTRY ORGANIZATIONS NOT ASSOCIATED WITH THE PROGRAM: cannot be proposers/coordinators.

THERE MAY BE ASSOCIATED PARTNERS FROM THE PUBLIC OR PRIVATE SECTOR WHO CONTRIBUTE: to the implementation of specific tasks/activities of the project or who support the dissemination of the project.

FOR CONTRACTUAL MANAGEMENT MATTERS > THE ASSOCIATED PARTNERS DO NOT RECEIVE FUNDING.

THE CONSORTIUM OF PARTNERS: must include at least one VET provider at non-tertiary education level.

》》》 AVAILABLE FINANCIAL ENDOWMENT 25,250,170 EUROS.

  AMOUNT OF THE CONTRIBUTION

THE GRANT: will be lump sum, meaning it will reimburse a fixed amount based on a lump sum or Financing not related to costs.

THE AMOUNT WILL BE FIXED BY THE ORGANIZATION WHICH WILL ALLOCATE THE GRANT: on the basis of the expected budget of the Project and a Financing Rate of 80%.

》》》THE EU CONTRIBUTION > GOES FROM A MINIMUM OF 100,000 EUROS TO A MAXIMUM OF 400,000 EUROS.

  METHODS AND PROCEDURES FOR SUBMISSION: The Action is Centralized, the Applications must be submitted to the EACEA Executive Agency. The same Applicant may submit only one Project Proposal for each Deadline.

CAPACITY DEVELOPMENT PROJECTS ARE TRANSNATIONAL AND INVOLVE: At least Four Organizations from at least Three Eligible Countries. The number of Organizations from EU Member States and Third Countries Associated with the Program cannot exceed the Number of Organizations from Third Countries not Associated with the Programme.

AFFILIATED ENTITIES AND ASSOCIATED PARTNERS: are not counted towards the composition of the consortium.

PROJECT DURATION: 12 – 24 or 36 Months > Based on the Project Objectives and Planned Activities. Must be chosen during the application phase.

WHAT IT DOES DEAL WITH:

CHIPS JOINT UNDERTAKING > IS AN INSTITUTIONALIZED PARTNERSHIP OF HORIZON EUROPE THAT SUPPORTS: research, development, innovation and future manufacturing capabilities in the European semiconductor ecosystem.

CHIPS JU: includes electronic components, their design, production and integration into systems and the software that defines their operation. The overall objective of this partnership is to support the digital transformation of all economic and social sectors and the European Green Deal, as well as support research and innovation towards the next generation of microprocessors.

THE PARTNERSHIP: was born on 21 September 2023 with the entry into force of the European Chips Act and the amendment of the regulation establishing the joint ventures within Horizon Europe, paving the way for strategic developments in the semiconductor technology sector. As a result there was the expansion and renaming of the Key Digital Technologies Joint Undertaking (KDT JU) to Chips Joint Undertaking. As part of the Chips for Europe initiative, the Chips JU addresses the semiconductor shortage and strengthens Europe's digital autonomy.

GOALS:

CHIPS JU > HAS A WIDER SCOPE THAN THAT OF KDT JU > WAS IN FACT DESIGNED FOR ITS TASKS RELATED TO THE CHIPS ACT.

THE CHIPS JOINT UNDERTAKING WILL IMPLEMENT THE ACTIVITIES PLANNED BY THE ORIGINAL KDT JOINT UNDERTAKING (also known as "non-initiative activities") AS WELL AS ACTIVITIES PLANNED BY THE CHIPS FOR EUROPE INITIATIVE > UNDER THE FIRST 4 OPERATIONAL OBJECTIVES DESCRIBED BELOW:

 Info Session on EuroHPC Quantum Centers of Excellence Online information Event will be held on the morning of March 1, 2024

A NEW NOTICE HAS BEEN LAUNCHED > EXPIRING ON 14 MAY 2024: with the aim of creating Two European Quantum Excellence Centers (QEC) > European Centers of Quantum Excellence in Applications.

THE CREATION OF TWO EUROPEAN CENTERS OF QUANTUM EXCELLENCE IN APPLICATIONS COVERING: science and industry, will create a one-stop shop for industry, academia and the wider community of quantum technology users. This in turn will accelerate the discovery of new quantum-oriented applications and foster their awareness and adoption. 

QECs: SHOULD BE TECHNOLOGY INDEPENDENT: with a focus on quantum applications for end users in science and industry.

QECs > SHOULD:

• CONTRIBUTE TO A LIBRARY OF NEW QUANTUM APPLICATIONS AND OPEN SOURCE SOFTWARE PLATFORMS: used for building quantum computing and simulation applications for specific areas;

• PROVIDE SERVICES THAT SUPPORT DIFFERENT USE MODELS: for community needs, including development, maintenance, optimization (redesign if necessary) and scaling of quantum applications, addressing the entire scientific/industrial workflow, Testing and validation of codes and quality assurance;

• CREATE MEETING PLACES: for users and organizations working on similar nascent technologies and offer specialized training and capacity building measures to develop human capital resources;

• FEDERATE CAPACITIES ACROSS EUROPE: exploiting available skills and ensuring multidisciplinarity and synergies with national/local programmes.

PROPOSALS SHOULD INCLUDE:improving existing quantum applications and integrating them with HPC/classical applications towards highly scalable optimized codes.

YOU CAN PARTICIPATE IN THE NOTICE: Natural and legal persons established in one of the Member States of the European Union, including their outermost regions, in the Overseas Countries and Territories (OCTs) and in the countries associated with Horizon Europe.

WHAT IT DOES DEAL WITH:

CLEAN AVIATION AND RESEARCH AND INNOVATION PARTNERSHIP THAT INTENDS TO CONTRIBUTE TO REDUCE THE ECOLOGICAL FOOTPRINT OF AIR TRANSPORT by: Accelerating the development of climate-neutral air transport technologies. In the classification of Partnerships, it falls among the Institutionalized ones, the implementation of which is entrusted to joint undertakings (Joint Undertakings) established with Regulation (EU) 2021/2085, the so-called. Single basic act, which defines its objectives, members, areas of activity, methods of operation and governance.

THE CLEAN AVIATION PARTNERSHIP BRINGS THE EU TOGETHER: Represented by the European Commission, the European Aviation industry, in the figure of the so-called founding members (who represent the private sector and are listed in the Single basic act) and the associated members, selected according to the criteria established in the Single basic act itself on the basis of a call for applications and subsequently approved by the Board of Directors of the Joint Venture.

- AEREO REGIONALE ELETTRICO IBRIDO: guidare la ricerca e l'innovazione verso nuove architetture (ibride) di energia elettrica e verso la loro integrazione e le tecnologie in via di maturazione verso la dimostrazione di nuove configurazioni, concetti energetici a bordo e controllo di volo

- VELIVOLI ULTRA EFFICIENTI A CORTO E MEDIO RAGGIO: soddisfare le esigenze di breve e medio raggio con architetture aeronautiche innovative, utilizzando sistemi di propulsione termica altamente integrati e ultra-efficienti e fornendo miglioramenti dirompenti nell'efficienza del carburante. Ciò sarà essenziale per il passaggio a fonti di energia a basse/zero emissioni (combustibili sintetici, combustibili non rinnovabili come l'idrogeno), che saranno più energivore da produrre, più costose e disponibili solo in quantità limitate

- TECNOLOGIE DIROMPENTI PER ABILITARE GLI AEREI ALIMENTATI A IDROGENO: consentire agli aeromobili e ai motori di sfruttare il potenziale dell'idrogeno come combustibile alternativo a zero emissioni di carbonio, in particolare l'idrogeno liquido. L'applicazione dei risultati di queste aree ai nuovi aeromobili dipenderà dai requisiti di prestazione per le varie categorie di aeromobili, dalla capacità tecnologica e dalla maturità e dai guadagni ottenibili in termini di prestazioni.

L'AGENDA STRATEGICA PER LA RICERCA E e L'INNOVAZIONE DELL'AVIAZIONE PULITA (SRIA): delinea il modo per raggiungere la visione complessiva della partnership, in termini di tempistiche e entità dell'impatto. 2030 > DEMONSTRATION AND INTRODUCTION OF LOW-EMISSION AIRCRAFT CONCEPTS THAT EXPLOIT THE RESULTS: of developed research, making accelerated use of sustainable fuels and optimizing green operations, so that these innovations can be offered to airlines and operators by 2030 for entry into service in the 2030-2035 period;

2050 > CLIMATE-ZERO AVIATION: Leveraging future technologies matured beyond the lifetime of the Clean Aviation partnership, alongside the full deployment of sustainable aviation fuels and alternative energy carriers.

WHO CAN PARTICIPATE

THE following CAN CONTRIBUTE TO THE IMPLEMENTATION OF THE PARTNERSHIP: Members of the Clean Aviation Joint Undertaking (both founding members and associate members) or third parties, by submitting project proposals in response to the Calls.

FINANCEABLE ACTIONS

OBJECTIVE:

AS PART OF THE UNITED NATIONS ANTI-SLAVERY FRAMEWORK: The Fund fills a niche of providing direct aid to victims and building resilience for survivors and civil society. Through Strategic Partnerships, the Fund complements and leverages the monitoring, reporting, advocacy and advisory role of other UN mechanisms combating contemporary forms of slavery.

SINCE ITS ESTABLISHMENT BY THE (General) ASSEMBLY in 1991 (resolution 46/122) THE UNITED NATIONS SLAVERY FUND: has awarded over $8 million to over 400 organizations in more than 100 countries, providing rehabilitation and assistance to thousands of people whose human rights have been seriously violated due to contemporary forms of slavery.

FINANCEABLE ACTIONS

THE FUND SUPPORTS PROJECTS AIMED AT THE PROTECTION: empowerment and inclusion of victims of contemporary forms of slavery, through direct welfare interventions. Assistance may include medical, psychological, social, legal, humanitarian, educational, vocational and training assistance, as well as other ways of supporting the individual.

BY “CONTEMPORARY FORMS OF SLAVERY” MEANS:

• Forced labor
• Worse forms of child labor
• Children in armed conflict
• Debt obligation
• Forced and early marriage
• Traditional slavery
• Human trafficking
• Sale of children
• Sale of wives
• Easements
• Sexual slavery.

ELIGIBLE ENTITIES

CIVIL SOCIETY ORGANIZATIONS (e.g. NGOs, foundations, victims' associations, rehabilitation centres, etc) MAY APPLY FOR A CONTRIBUTION WHICH:

WE HAVE EXPERIENCE IN PROVIDING: 
• Assistance and rehabilitation for victims of slavery;
• They have been in business for at least two years;
• Are legally registered and have a bank account in the name of the organization.

AMOUNT OF THE CONTRIBUTION

CONTRIBUTIONS ARE PAID: for a period of one year - from 1 January to 31 December 2025 - for amounts between 15,000 and 35,000 US dollars and should cover no more than two thirds of the cost of the Project.
