EuroHPC: NEW CALL TO FINANCE A SUPPORT CENTER FOR LARGE-SCALE ARTIFICIAL INTELLIGENCE APPLICATIONS
THE NOTICE: Managed by EuroHPC and open until 27 February 2024
THE CALL “Support Center for HPC-powered Artificial Intelligence (AI) Applications” HAS BEEN OPENED (topic: DIGITAL-EUROHPC-JU-2023-AISC-03-01) within the European program Digital Europe, to establish a Support Center European - AISC to exploit the innovation potential of large-scale AI models using supercomputing infrastructures.
IN PARTICULAR > THE AISC CENTER: will address the scientific, social and industrial applications of the community of users and developers who use Artificial Intelligence, providing a series of services to support their transition towards High Performance Computing and exploit the capabilities of supercomputing.
LARGE-SCALE AI MODELS: Can have a broad impact on areas such as natural language processing, astrophysics, climate modeling, medicine and biotechnology.
PROPOSALS MUST BE SUBMITTED: By a Consortium composed of a minimum of 3 beneficiaries and a maximum of 10 Partners from at least 3 different eligible countries.
YOU CAN PARTICIPATE IN THE NOTICE: Public or private bodies established in one of the member states of the European Union, including their outermost regions, in the EEA countries and countries associated with Digital Europe.

WHAT IT DOES DEAL WITH:
》》》》》》》THE EUROPEAN HIGH PERFORMANCE COMPUTING JOINT UNDERTAKING (EuroHPC JU), created in 2018, is a joint initiative between the European Union, Member States and associated countries and private partners to develop a European supercomputing ecosystem world level. It enables its members to coordinate efforts and pool resources to make Europe a world leader in supercomputing; This will strengthen Europe's scientific excellence and industrial strength, support the digital transformation of its economy while ensuring its technological sovereignty.
EuroHPC > AIM AT:
DEVELOP - DISTRIBUTE - EXTEND AND MAINTAIN A WORLD-LEADING EUROPEAN DATA AND SUPERCOMPUTTING INFRASTRUCTURE: in particular achieving exascale capabilities by 2022/2024 and building "hybrid" machines that combine the best of quantum and classical HPC technologies with first pilot cutting-edge quantum computers by 2025;
SUPPORT THE DEVELOPMENT AND ADOPTION OF INNOVATIVE AND COMPETITIVE SUPERCOMPUTING TECHNOLOGIES AND APPLICATIONS: based on a supply chain that reduces Europe's dependence on foreign computing technology. Specific focus will be on the greenest and most energy-efficient HPC technologies and synergies with broader technological sectors and markets, such as autonomous vehicles, big data and applications based on edge computing or artificial intelligence;
EXPAND THE USE OF HPC INFRASTRUCTURES TO A LARGE NUMBER OF PUBLIC AND PRIVATE USERS > WHEREEVER THEY ARE: in Europe and support education, training and development of key HPC skills for European science and industry. Specifically, it aims to create a network of national HPC competence centers to facilitate access to HPC opportunities in Europe across different industrial sectors, as well as provide tailor-made solutions and create the first pan-European HPC Master of Science program for develop HPC talent in Europe.

ADVANTAGES OF SUPERCOMPUTING
FOR CITIZENS:
SUPERCOMPUTING IS BEGINNING TO PLAY A KEY ROLE IN MEDICINE: to discover new drugs, develop and target medical therapies for the individual needs and conditions of patients suffering from cancer, cardiovascular diseases or Alzheimer's and rare genetic diseases. Today, supercomputers are actively involved in finding treatments for COVID-19. Supercomputing is also fundamental to understanding the emergence and evolution of epidemics and diseases.
SUPERCOMPUTING IS CRITICAL TO ANTICIPATE ADVERSE WEATHER CONDITIONS: It can provide accurate simulations that predict the evolution of weather patterns, as well as the size and paths of storms and floods.
SUPERCOMPUTERS ARE ALSO FUNDAMENTAL FOR MONITORING THE EFFECTS OF CLIMATE CHANGE: They do this by improving knowledge of geophysical processes, monitoring the evolution of terrestrial resources, reducing the environmental footprint of industry and society or supporting sustainable agriculture through numerical simulations of plant growth.
FOR INDUSTRY:
SUPERCOMPUTING ENABLES INDUSTRIAL SECTORS > SUCH AS: Automotive, aerospace, renewable energy and healthcare to innovate, become more productive and scale towards higher-value products and services. In particular, the use of supercomputing on the cloud aims to make it easier for SMEs without the financial means to invest in in-house expertise to develop and produce better products and services.
FOR SCIENCE:
THE APPLICATIONS OF SUPERCOMPUTING IN SCIENCE ARE COUNTLESS: from fundamental physics (advancing the frontiers of knowledge of matter or exploring the universe) to material sciences (designing new components for the pharmaceutical or energy sector) and earth sciences (modeling atmospheric and oceanic phenomena).
WHO CAN PARTICIPATE
THE EuroHPC JU PROGRAM: is open to any organization that can make a contribution to the research and innovation objectives of the program, i.e. public and private research and academic bodies, public bodies, industry and small and medium-sized enterprises.
DEPENDING ON THE TOPIC OF THE NOTICE: specific percentages of Union funding apply. Furthermore, specific eligibility criteria and funding percentages may apply for each of the EuroHPC Participating States.
AMOUNT OF FINANCING
》》》》》THE EuroHPC JOINT UNDERTAKING: it is financed jointly by its members with a budget of approximately 7 billion euros for the period 2021-2027.
THE MAJORITY OF THESE FUNDS COMES FROM THE EU'S MULTI-ANNUAL FINANCIAL FRAMEWORK FOR 2021-2027 WITH A CONTRIBUTION OF 3 BILLION EUROS DISTRIBUTED AS FOLLOWS:
》2 BILLION FROM THE DIGITAL EUROPEAN PROGRAM (DEP): to support the acquisition, deployment, upgrade and operation of infrastructure, the federation of supercomputing services and the expansion of use and expertise in the field of HPC;
》900 MILLION FROM HORIZON EUROPE (HE): to support research and innovation activities for the development of a world-class competitive and innovative European supercomputing ecosystem;
》200 MILLION FROM THE CONNECTING EUROPE MECHANISM-2 (CEF-2): to improve the interconnection of HPC, quantum computing and data resources, as well as interconnection with the Union's European common data spaces and with secure cloud infrastructures.
》TO THE EU CONTRIBUTION: a similar amount corresponds to the Participating Countries.
》PRIVATE MEMBERS: contribute an amount of 900 million euros.
HOW TO ACCESS FINANCING
THE JOINT UNDERTAKING PROVIDES PARTICIPANTS WITH FINANCIAL SUPPORT IN THE FORM OF CONTRACTS OR GRANTS: for research and innovation following competitive tenders.
