EUPI NOTICE 2024 - ISRAEL-PALESTINE PEACEBUILDING

OBJECTIVE:
Gain greater public and political support for the two-state solution between Israel and Palestine through positive civil society engagement.
FINANCEABLE ACTIONS
THE NOTICE IS DIVIDED INTO 2 LOTS:
LOT 1: Strengthen civil society support for public discourse in favor of a fair and negotiated two-state solution in Israel and Palestine.
LOT 2: Promote civil society support for social changes in Israel and Palestine, for a climate conducive to peacebuilding and a fair and negotiated two-state solution.

ELIGIBLE ENTITIES:
THE following MAY SUBMIT A PROJECT PROPOSAL: non-profit entities with legal personality or without legal personality that fall into the category of Civil Society Organizations (CSO).
>>>>> ORGANIZATIONS FROM THE SECTORS: teaching, cultural, scientific and research, universities and educational institutions, think tanks and NON-PROFIT MEDIA CAN ALSO PARTICIPATE AS CO-PROPOSERS.
PROPOSER AND PARTNER MUST BE ESTABLISHED IN THE EU - IN ISRAEL OR PALESTINE.
AVAILABLE FINANCIAL ENDOWMENT: 5,000,000 Euros.
AMOUNT OF THE CONTRIBUTION
THE PROJECT CONTRIBUTION: can cover up to 95% of the eligible project costs for a maximum of 1,000,000 Euros. Projects requiring a contribution of less than 400,000 Euros will not be taken into consideration.
METHODS AND PROCEDURES FOR SUBMISSION
THE PROPOSER MAY SUBMIT: A Project Proposal alone or in Partnership with another Entity but if the Proposer is not based in Palestine or Israel, the Partnership with a local Israeli or Palestinian Co-Proposer is mandatory.
THE PROJECTS: Must have a duration of between 36 and 60 months.
THE NOTICE IS A RESTRICTED PROCEDURE AND THIS IMPLYES THAT THE PRESENTATION OF THE PROJECT PROPOSALS TAKES PLACE IN TWO PHASES:
1) THE FIRST: Consists of sending the Project Proposals by completing the concept note, a less detailed form through which to present the project in a concise way.
THE DEADLINE: Indicated is for the presentation of the CONCEPT NOTE.
ONLY PROJECTS EVALUATED POSITIVELY: They will be included in a short list and their proponents will be invited to submit complete project proposals.
THE COMPLETE PROPOSALS: Must conform to those presented through the Concept Note i.e. the elements presented in the Concept Note cannot be modified in the complete proposal.
CONCEPT NOTES: Must be submitted online via the PROSPECT system. To do so, both the Proposer and the Partners must be registered in the PADOR system, the proposer must already be registered at the time of submission of the Concept Note, while the Partners need only be registered at the time of submission of the complete project proposal.

OBJECTIVE:
The European Instrument for Democracy and Human Rights (EIDHR) aims to provide assistance in the development and consolidation of democracy and the rule of law, and the protection of human rights and fundamental freedoms.
SPECIFIC OBJECTIVES:
Support, develop and consolidate democracy in third countries, strengthening participatory and representative democracy, enhancing all aspects of the democratic cycle, in particular by strengthening the active role of civil society in this cycle, and the rule of law and increasing the accountability of electoral processes, in particular through European Union election observation missions;
Increase respect for and observance of human rights and fundamental freedoms proclaimed in the UN Universal Declaration of Human Rights and other international and regional human rights instruments and to strengthen their protection, promotion, implementation and monitoring , mainly through support for civil society organizations active in this field, human rights defenders and victims of repression and mistreatment.
ACTIONS
1. PROMOTION AND STRENGTHENING OF PARTICIPATORY AND REPRESENTATIVE DEMOCRACY AND DEMOCRATIZATION PROCESSES MAINLY THROUGH CSOs (CIVIL SOCIETY ORGANIZATIONS) THROUGH THE FOLLOWING ACTIONS:
– PROMOTION: of freedom of association and assembly, of the free movement of people, of freedom of opinion and expression (including artistic and cultural expression, freedom of the press, independence and pluralism of the media) of freedom on Internet; fight against administrative obstacles to the exercise of these freedoms, including the fight against censorship;
– STRENGTHENING: the rule of law, promoting the independence of the judiciary, supporting and evaluating legal and institutional reforms and promoting access to justice;
– PROMOTION AND STRENGTHENING: of the International Criminal Court, ad hoc international criminal tribunals, transitional justice processes and truth and reconciliation mechanisms;
– SUPPORT: for reforms aimed at effectively and transparently implementing democratic accountability and oversight, including in the security and justice sectors, and promoting anti-corruption measures;
– PROMOTION: of political pluralism and democratic political representation and support for the political participation of citizens (in particular of marginalized groups) in democratic reform processes at local, regional and national levels;
– PROMOTION: of the equal participation of men and women in social, economic and political life and support for equal opportunities, participation and political representation of women;
– SUPPORT: for measures that facilitate the peaceful conciliation of group interests (such as measures that increase confidence in human rights and democratization).
2. Promotion and protection of human rights and fundamental freedoms sanctioned by the Universal Declaration of Human Rights and other international tools to protect civil - political - social and cultural rights> mainly through the Osc (civil society organizations) THROUGH THE FOLLOWING ACTIONS:
– ABOLITION: of the death penalty, prevention of torture, ill-treatment and other cruel, inhuman and degrading treatment or punishment and rehabilitation of victims of torture;
– SUPPORT - PROTECTION AND ASSISTANCE: to human rights defenders, in accordance with Article 1 of the UN Declaration on the Rights and Responsibilities of Individuals, Groups and Organisms in Society to promote and protect universally recognized human rights and fundamental freedoms;
– FIGHT AGAINST: racism, xenophobia and discrimination of any nature, including that based on sex, race, skin colour, ethnic or social origin, genetic characteristics, language, religion or faith, opinions, political or of any other kind, belonging to a national minority, wealth, birth, disability, age and sexual orientation;
– PROMOTION: of freedom of thought, conscience, religion and belief, also using measures aimed at eliminating all forms of hatred, intolerance and discrimination based on religion or belief and promoting tolerance and respect for religious and cultural diversity;
– RIGHTS: of indigenous populations and the rights of people belonging to minorities and ethnic groups;
– RIGHTS: of women proclaimed in the convention on the elimination of all forms of discrimination against women and optional protocols, including by adopting measures to combat female genital mutilation, forced marriages, honor crimes, trafficking or any other form of violence against women;
– RIGHTS: of minors, proclaimed by the convention on the rights of the child and optional protocols, including the fight against child labour, child trafficking and child prostitution and the recruitment and use of child soldiers;
– RIGHTS: of people with disabilities;
– RIGHTS: economic, social and cultural and promotion of fundamental labor standards and corporate social responsibility;
– EDUCATION - TRAINING AND MONITORING: in the field of human rights and democracy and in the sector of children's rights;
– SUPPORT: to local, regional, national or international CSOs that participate in activities for the protection, promotion and defense of human rights and measures concerning children's rights.
3. STRENGTHENING THE INTERNATIONAL FRAMEWORK: for the protection of human rights, justice, the rule of law and democracy and for the promotion of international humanitarian law, in particular through the following actions:
– SUPPORT: for international and regional instruments on human rights, justice, rule of law and democracy;
– PROMOTION: of civil society cooperation with international and regional intergovernmental organizations and of civil society activities aimed at promoting and monitoring the implementation of international and regional instruments on human rights, justice, rule of law and democracy;
– ACTIONS: training and dissemination on international humanitarian law and support for its application.4. Consolidating trust in democratic electoral processes and improving their reliability and transparency, contributing to the effectiveness and coherence of the entire electoral cycle, in particular through the following actions:
– MISSIONS: EU election observation;
– OTHER MEASURES: observation of electoral processes;
– DEVELOPMENT: of the electoral observation capacities of CSOs at regional and local level and support for their initiatives aimed at enhancing participation in the electoral process and monitoring of the subsequent phases;
– MEASURES: aimed at the systematic integration of electoral processes into the democratic cycle and the application of recommendations made by EU electoral observation missions.

■ WITH REGARD TO GRANTS IN GENERAL: both the Proposer (applicant) and the Partners (Co-Applicant) must be registered in the PADOR system. The Submission Methods are specified in the individual calls because they may require different procedures, just as they will vary according to the number of countries that must/can participate.
